BRADY TOWNSHIP BOARD MEETING


May 9, 2006




Members Present: Supervisor Philport, Clerk Vermeulen, and Trustees Guthrie and Vander Kamp. Absent: Treasurer Allgaier.


Others Present: 1 other.


Call to Order and Pledge: The meeting was called to order at 7:30 p.m. at the Brady Township Hall by Philport. The Invocation was given by Vander Kamp. This was followed by the Pledge of Allegiance.


**        Agenda Approval: The Agenda was approved as printed by a motion from Vermeulen and seconded by Vander Kamp. Motion Carried.

 

. **      Approval of Consent Agenda: The consent agenda was approved as follows, by a motion from Guthrie and seconded by Vander Kamp.

 

           a. Approval of the minutes of the 4/04/06 regular meeting.

           b. Approval of Treasurer’s report.

           c. Approval of Disbursements and Transfers

           d. Communications

 

           Motion Carried.

 

           Citizens Time: Capt. Rick Green from the KCSD gave us the update on Brady Twp activity with their department.

 

 

           SCHEDULED AGENDA ITEMS:

 

**        A.        Kal County Ordinance on Meth Labs & Contributions: Philport reported on a request from the Kal County Board of Commissioners for funding for an ordinance covering Meth Labs cleanup and recovery. A motion was made by Guthrie and seconded by Vander Kamp to reject this request for $5000 and have the Supervisor draft a letter stating same to the Board of Commissioners. Motion Carried.

 

           B.        Correct Budget Activities: Vermeulen updated on a subtotal footing error on the printed budget for 2006-2007. The total budget remains the same, and the subtotals have been corrected.

 

**        C.        Set Road Projects for 2006 / Sprinkle Road Cleanup: Philport updated on road committee recommendations. If the KCRC can pave the 1 ½ miles of 31st st. for the original amount of $137,000 we will have them do this. If they can’t, we will reject this bid, and request that they pulverize this and 32nd st. from U to V, add gravel for this year, and double chip seal next year. All ditches and corrections need to be done before any other road work is started. A motion was made to the above by Guthrie and seconded by Vermeulen. Motion Carried. Philport also stated that the repairs to drives and yards on Sprinkle Road will be done by the KCRC by May 15th.

 

 

**        D.        Ballot Issue to Abolish Annual Meeting Wording: Vermeulen gave the proposed wording to put this on the August ballot. A motion was made by Guthrie and seconded by Vermeulen to put this wording on the August ballot. Motion Carried.

 

**        E.        Ordinance on Temporary Housing: Philport updated on a proposed ordinance to allow temporary housing in emergencies. A motion was made by Vermeulen and seconded by Vander Kamp to have our attorney draft an ordinance similar to the one presented with the addition of giving the Supervisor or Clerk the authority to give temporary approval for temporary housing until the request can be addressed at the next ZBA meeting. Motion Carried.

 

**        F.        Control of Cable Franchising: Philport updated on proposal from AT&T concerning cable franchising. A motion was made by Guthrie and seconded by Vander Kamp to oppose this proposal, and to have the Supervisor draft a letter to our State Representatives on this and HB5895 and SB1157. Motion Carried.

 

           G.        Michigan Zoning Enabling Act: Philport updated on the new Zoning Enabling Act that will take effect on July 1, 2006.

 

           H.        MTA Local Assessing: Philport updated on legislation in Lansing on trying to move local assessing to the County. This is in progress now.

 

           I.         South County Sewer & Water Authority Update: Nothing new to report at this time.

 

           J.        South Kalamazoo County Fire Authority Update: Philport reported that they are working to keep Wakeshma in the Authority. He also stated that the Ambulance Service is continuing to work.

 

           Unfinished Business: None.

 

New Business: None

 

           Report of Board Members: Vermeulen reported that there was an 8% turnout for the May election. She also reported that Lansing has passed legislation that will allow the schools to hold their elections in November only, every other even or odd year.

 

           Philport said there will be a seminar for seniors put on by the KCSD on 5/10/06 in Kalamazoo. He also reported that Revenue Sharing is up for this year and we should receive approximately a 3% increase.

 

**        Adjournment: With there being no further business, a motion was made at 8:40 P.M. by Vermeulen and seconded by Vander Kamp to adjourn the meeting. Motion Carried.
