BRADY TOWNSHIP BOARD MEETING
September 1, 2009
MEET WITH KCRC FOR UPDATE ON ROADS
Philport called the meeting to order at 7:00 p.m. at the Brady Township Hall. KCRC members present were J. Maddox, T. Bartholomew, K. McCauley, and J. Daughtry. Others present were J. Craddock, D. Taylor, T. Moore, and C. Wakeland. Brady Twp Board Members Present: Supervisor Philport, Clerk Vermeulen, Treasurer Allgaier, and Trustees VanderKamp and Smith.
Bartholomew and Philport gave an update on road projects. Philport reported that John Polasek had charted all local roads in Brady and will be working with the rest of the committee on actions for them.
Philport questioned the KCRC tree removal policy. D. Taylor questioned the overhead leaf spraying without cutting off dead limbs. T. Moore gave comment as a forester.
Allgaier questioned the work on 28th St from W to V Ave. The south 1/3 is cracking already. Bartholomew will check into it and get back to us.
After various discussions on the roads, the meeting was closed at 7:35 p.m.

Call to Order : Philport called the meeting to order at 7:35 p.m. at the Brady Township Hall.
** Agenda Approval: The Agenda was approved as printed by a motion from Vermeulen and seconded by VanderKamp. Motion Carried.
** Approval of Consent Agenda: The Consent Agenda was approved with the removal of item #2, by a motion from Vermeulen and seconded by Smith.

3. Approval of Disbursements and Transfers

SCHEDULED AGENDA ITEMS:
** A. Historic Village Update: Tim Moore gave an update on the placing of the old Brady Township Hall in the Historic Village, at a proposed cost of $32,000 - 35,000. He stated that the Vicksburg Foundation would be matching the funds that are donated. After discussion, a motion was made by Philport and seconded by Smith to pledge $2,000 per year for three (3) years to help complete this project, and to hold a future Brady Township Board meeting in the finished building. A roll call vote brought YES votes from Smith, Allgaier, Philport, Vermeulen, and VanderKamp. Motion Carried.
B. FEMA Insurance: Philport reported on the floodplain maps from FEMA. There are no designated floodplains in Brady Township. This will be on the October agenda after more info is received.
** C. Transportation Resolution: Philport updated on the Resolution Supporting Fare Increases Across the Metro Transit System. After discussion, a motion was made by Vermeulen and seconded by VanderKamp to adopt this Resolution. A roll call vote brought YES votes from VanderKamp, Vermeulen, Philport, Allgaier, and Smith. Resolution Adopted.
** D. BUBS 73 Foundation Temp Gaming License: Melanie Gless presented a request for a Resolution for application for a charitable gaming license from the State of Michigan. This is for a charitable foundation in the memory of Chad “Bubba” Hildabrand of Vicksburg. A motion was made by Vermeulen and seconded by Allgaier to approve this request and adopt this Resolution. A roll call vote brought YES votes from Allgaier, Smith, VanderKamp, Vermeulen, and Philport. Resolution Adopted.
** E. Cemetery Quote: Philport presented a quote from Gary Gray to repair the fence at the deDie Richardson Cemetery, along with weed control. A motion was made by Philport and seconded by Vermeulen to approve this quote with a maximum figure of $3,000. Motion Carried.
** F. Computer Updates: Allgaier updated on the current needs to bring our computer systems up to a more efficient level, with additional RAM, hard drives, and new battery backup and surge protectors. A motion was made by Allgaier and seconded by VanderKamp to approve these upgrades with a maximum cost of $1,000. Motion Carried.
G. Assessor’s Contract and Zoning Administrator: MTA’s opinion on the new rulings on Assessors and Zoning Administrators as employees was discussed. Philport will get more info from our attorney on this and put it on the October Agenda.
** H. Review Medical Insurance Premium & Refusal Benefit: Discussion was held concerning the latest increase in medical insurance premium. After reviewing input from various other units of government, and accepted policies, a motion was made by Smith and seconded by VanderKamp to increase the medical allowance for insurance premium to 25% of gross wages and to allow as a benefit ½ of that amount, to a qualified official who declines the medical insurance coverage. That can be awarded as a taxable wage, or put into a deferred comp account. This would be effective as of 9/01/09. A roll call vote brought YES votes from Vermeulen, Philport, Allgaier, Smith, and VanderKamp. Motion Carried.
I. HHH Waste Quarterly Report: Philport presented the 2nd quarter report for Brady Township. This showed the participation for the last quarter.
J. Report from P/C – ZBA Members: Smith reported on a minor update to the land use plan map that he is handling. It was also suggested to put this map on the web page. He also reported on the recent MTA Legislative Conference that he attended. There was no ZBA meeting to report.
K. South Kalamazoo County Fire Authority Update: Philport reported that the specs are being written for the renovation of the fire station in Schoolcraft, and going out for bids. They are also looking for one new truck.
L. South County Sewer & Water Authority Update: Philport reported that the contracts for flow through in Portage are with the attorney, and should be coming next week.
Unfinished Business: Vermeulen reminded all Board members to review the proposed new application form for ZBA and P/C, so that it can be addressed at the October meeting.
New Business: None.
Report of Board Members: VanderKamp voiced a thank you for the prompt response from the Fire and Ambulance after his brother’s accident. Allgaier reminded that taxes are due by 9/14/09.
** Adjournment: With there being no further business, a motion was made at 9:06 P.M. by Vermeulen and seconded by VanderKamp to adjourn the meeting. Motion Carried.
